| dc.description.abstract | Este trabalho teve como objetivos: a) resgatar o contexto político-institucional de criação e extinção da Superintendência da Borracha - Sudhevea; b) analisar a estrutura institucional da Sudhevea; c) resgatar os programas de produção de borracha que a instituição geriu no seu período de existência. Foram consultados os atos legais de criação, estruturação e extinção da instituição, obtidos no sítio do Senado. Procedeu-se analogamente para os dados dos programas de heveicultura, complementando-se as informações com estatísticas oficiais de produção. A Sudhevea teve apenas uma mudança em sua estrutura ao longo de sua existência, com departamentos que se voltavam para os setores primário, secundário e terciário da economia gomífera. Os principais programas de estímulo ao cultivo de seringueira (Probor I, II e III) visavam, no conjunto, atingir a meta de 400 mil ha plantados, mas só atingiram 133 mil ha. As principais conclusões do estudo foram: a Sudhvea foi criada (1967) no regime militar e extinta (1989) na transição para a normalidade democrática; apesar do Probor não ter atingido a autosuficiência na produção de borracha, conferiu ganhos expressivos à heveicultura; mesmo não tendo contribuído como poderia em direção à autosuficiência, a Sudhevea deu um passo significativo nessa direção. | pt_BR |

| dc.description.abstractOther | This study aimed to: a) rescue the political-institutional births and deaths of the Superintendency of Rubber - Sudhevea b) review the institutional structure of Sudhevea c) rescue programs for production of rubber that the institution's management in their period of existence. We consulted the legal acts of creation, structure and extinction of the institution, obtained on the website of the Senate. Proceeded similarly to the program data of rubber, complementing the information with official statistics of production. The Sudhevea just had a change in its structure throughout its existence, with departments that were focused in the primary, secondary and tertiary economic of rubber. The main programs to encourage the cultivation of rubber trees (PROBOR I, II and III) deal on the whole, the target of 400 000 ha planted, but only reached 133 000 ha. The main conclusions of the study were: Sudhvea was created in the military regime (1967) and was extinct in the transition to democratic normality (1989); PROBOR despite failing to achieve self-sufficiency in the production of rubber, the rubber gave impressive gains, even as it could not have contributed towards to selfsufficiency, the Sudhevea took a significant step in that direction. | pt_BR |
